Regulatory Requirements by Market
United States (FDA)
Cosmetics entering the US must comply with FDA regulations under the FD&C Act and the Modernization of Cosmetics Regulation Act (MoCRA). Key requirements include: ingredient listing (INCI), proper labeling, facility registration, adverse event reporting, and Good Manufacturing Practice compliance. MoCRA now requires facility registration and product listing with the FDA.
European Union (EC 1223/2009)
The EU has the strictest cosmetics regulation globally. Requirements include: Safety Assessment (CPSR) by a qualified Safety Assessor, Product Information File (PIF), CPNP notification before placing on the market, Responsible Person designation, and compliance with restricted/prohibited ingredient lists.
